Solution

The problem, in summary, is caused by the proprietary GPS receiver module used in the iSC and its inability to properly handle the transition between calendar years. This issue arises because GPS time is based on a week counter that rolls over every 1,024 weeks, or roughly every 19.7 years. When this rollover occurs, the GPS receiver module may mistakenly report an incorrect year, in this case, 1999 or 2004.

The solution to this problem is a retrofit module designed and made by Motorola engineers in collaboration with an international Motorola VAR. The drop-in module kit comes with everything needed in order to resolve the issue. It requires an additional 10mm by 10mm in width and height respectively. The module mates with the current M12+ OnCore module and is designed to fit inside the iDEN iSC and other equipment alike.
